The report “Construcción de un ecosistema de confianza y seguridad digital” provides a comprehensive analysis of the current state of personal data protection and cybersecurity across the 33 countries of Latin America and the Caribbean. It identifies key challenges such as the increasing frequency of cybersecurity incidents, a lack of understanding regarding the data economy, and significant disparities in regulatory progress among countries. The report evaluates both the strengths and weaknesses of the region using a conceptual framework that addresses the main areas of cybersecurity and data protection, highlighting the need for greater policy continuity, public awareness, and technical capacity building.
The document concludes with concrete recommendations aimed at strengthening regulatory frameworks for data protection and cybersecurity in the region. These measures are intended to foster a secure and trustworthy digital environment that supports development and builds digital trust. The report underscores the importance of sustained policy efforts, social sensitization, and technical training as essential components for advancing a robust digital ecosystem in Latin America and the Caribbean.
This new report of SmC+ was produced commissioned by the United Nations Economic Commission on Latin America (CEPAL) with research made between December 2023 to September 2024.
There is a higher level of development in personal data processing (12 countries at a more advanced level) compared to cybersecurity (4 countries at an advanced level). Only three countries have achieved the highest level of development in both areas: Brazil, Chile (most recently after passing the new Data Protection Law in 2024), and Colombia.

The importance of online dispute resolution (ODR) systems to consolidate the growth of electronic commerce in Latin America
The eCommerce landscape is poised for a remarkable transformation, with projections indicating an impressive 22% annual average growth in the region over the next five years. This surge in online transactions is expected to have a significant ripple effect, potentially tripling both the number of disputes and the associated settlement costs between consumers and sellers during the same period. This trend will be particularly pronounced in key Latin American markets covered in this report: Argentina, Brazil, Chile, Colombia, Peru, and Mexico.
This new SmC+ report for Mercadolibre updates the May 2023 original report adding two new countries (Perú and Chile), with new forecasts and a deeper look into upcoming eCommerce challenges that the public sector and Consumer Protection agencies will have to face in the short and medium term.

The FTTH Panorama for Latin America 2024 report highlights significant growth in fiber optic deployment across the region. By the end of 2023, Latin America and the Caribbean (LAC) reached 67 million FTTH subscribers, representing 37% of households, with coverage expanding to 67% of homes.
The report projects continued growth, estimating 101 million subscribers and 83% coverage by 2028. Key trends include increasing network overlap in urban areas, rising from 1.6 to an expected 1.8 by 2028, driving competition and service quality improvements.

Neutral FTTH networks are emerging as an important vehicle for expanding fiber optic coverage in Latin America and the Caribbean. This infrastructure sharing model allows multiple ISPs to use the same fiber network deployed and maintained by a neutral operator (NHN). The most relevant cases currently are found in Brazil, Chile and Colombia, where companies like V.tal, On Net and Ufinet are leading the development of these networks.
The success of the model depends on finding an economic balance that benefits both NHNs and tenant ISPs, as well as overcoming existing regulatory and market barriers in the region.

This report commissioned by the Inter-American Development Bank (IDB) recalls on the significant progress made in the fiber and fiber-to-the-home deployment in Latin America and the challenges that lie ahead.
We created a model to estimate how market gaps could be solved with barrier reduction, through smart subsidies on supply (increasing coverage) and stimulating coordination (more public-private partnerships) and also, stimulating demand (increasing access). The results show that taking coverage beyond the expected 81% for 2030, which is considered as a possible ceiling for the region, through smart policies could increase coverage to 86%, and would allow subscriptions to reach a more than proportional penetration of 67%.

Telecommunications infrastructure management as a fundamental pillar for the future of Latin America
This new SmC+ report for American Tower aims to update the findings and results of the 2021 study. It address the ongoing need for telecommunications infrastructure in the face of the advent of 5G technology, highlighting its criticality and the importance of infrastructure sharing. The report also provides an evaluation of the progress made in eight countries in the region (Argentina, Brazil, Chile, Colombia, Costa Rica, Mexico, Paraguay, and Peru) in terms of reducing barriers to deployment. The countries are grouped into those with significant, moderate, or no reductions.
