Diego Ros Rooney is an industrial engineer with over twelve years background in international management consulting. He serves as Associate Director of Research and Projects at SmC+. He worked for Arthur D. Little’s and Value Partner’s Latam offices.in Buenos Aires, Argentina. He has provided policy consulting services to the Inter-American Bank (IDB), the GSMA and the ANH and has advised ministries and private companies in the TICs and technology sector in Latin America.. He has experience in practically all Latin American countries and internationally in the United States, the Netherlands, Belgium, the United Kingdom, Jordan, the United Arab Emirates, and Saudi Arabia. Diego holds an Industrial Engineering degree from Instituto Tecnológico de Buenos Aires (ITBA).
Ariel is an expert in communication, data storytelling and research. He serves as Head of Research and Public Affairs Services at SmC+ since 2021. Until end 2020 he was the leader of the Research and Impact area of Chequeado, a leading fact-checking company. He has a BA in Communication from the University of Buenos, with an orientation in Policy and Planning, and an MA in Media Governance from the London School of Economics (LSE). Ariel was distinguished with a Chevening award that allowed him to pursue his studies in the UK during 2017 and 2018. All his academic work has been focused on digital communications and audiovisual policy. Previously, he worked as a journalist and specialized in research and fact-checking. He also delivered workshops and trainings in different countries in the region.

Fernández
Mauricio is a Telecommunications Engineer, with an MBA and a specialization in Strategy and Digital Transformation from the European Business School – EUDE. He has more than 10 years of experience in regulation and public policy in the telecommunications industry. He previously served as Regulatory Manager for Nuevatel, one of the mobile network operators of Bolivia and before as an Outside Plant Engineer in rural areas for satellite providers. He has also worked as telecommunications and digital economy correspondent at Cullen International. Mauricio leads all the ICT and technology assessments and implementations at SmC+.

Milagros is Research Analyst at SmC+. Milagros Urtasun. She is a graduate in International Relations and Political Science from the University of San Andrés, and is currently pursuing a Master's degree in Applied Economics. She has worked as a consultant, and conducted research on innovation in government and has experience in the design and management of projects that use technology for sustainable development.

Federico specializes in Latin American politics. He has a degree in Political Science and Government from Torcuato Di Tella University and is currently pursuing a master's degree in Political Science at the same institution. He also has certifications in parliamentary advisory and data analysis. He focuses on the Latin American political economy and on the study of human rights in environments mediated by information technologies. He has experience in market research, academic research and consulting for civil society organizations.

Camila is a Digital Policy Analyst at SmC+. She is a graduate in International Relations from the University of San Andrés and has experience in international cooperation focused on digital affairs. Previously, she served as an advisor to the national government of Argentina, working at the Secretariat of Public Innovation from the Chief of Cabinet. Camila specializes in ICT, digital government, and public innovation and has led Argentina's participation in regional and international forums on digital issues

Héctor Fernando González Zaragoza is a professional with extensive experience in public affairs, particularly in policies related to digital infrastructure, lobbying, and corporate diplomacy. Héctor leads local SmC+ efforts and insights in México. During his time at American Tower Mexico, he played a crucial role in establishing relationships with key stakeholders and promoting significant public policy initiatives. Among his notable achievements is his leadership in the “Conectamex” initiative, a movement aimed at driving digitalization in Mexico. Additionally, he contributed to industry chambers and business associations in the development of regulatory frameworks within the telecommunications sector. Héctor holds a master’s degree in Global Public Affairs and is fluent in both English and Spanish, making him an expert in government relations and advocacy for interest groups.
